Democratic Representative Veronica Escobar, who represents El Paso in the U.S. Congress, expressed similar feelings: "The shooter came into our community because we are a Hispanic community and because we have immigrants in our community".

A Mexican man who threw himself in front of his wife to shield her from bullets in a mass shooting in El Paso, Texas, died on Monday, officials and his family said, raising the toll of Mexican nationals killed in one of two weekend mass shootings in the United States to eight.

El Paso, America's 22nd-largest city with an estimated population of 682,669, is more than 80 percent Hispanic or Latino, according to US census data.

Ebrard also called Saturday's shooting "a terrorist act" against Mexicans and urged the US government to "set a clear position against hate crimes".

Mexico's President had instructed him to make sure the affected families and the Mexican citizens in the USA are protected through "effective, prompt, expeditious and forceful legal actions", the minister added.

He said that the attack appeared "to be created to intimidate a civilian population, to say the least, and we're going to do what we do to terrorists in this country, which is to deliver swift and certain justice", he added. Three Mexican nationals were reported among the dead, and nine were injured.


Another mass shooting took place early Sunday at a bar in Dayton, a city in the state of OH, killing nine people and injuring 26 others.

"Mexico will not fight hate with hate", Ebrard said. "The Foreign relations office will take the necessary legal actions against the person who is responsible for the sale of the assault weapon to the person responsible for the shooting".

President Trump has not responded publicly to the threat of legal action. "But we are not proposing to meet hate with hate".

The 21-year-old assailant, Patrick Crusius, who opened fire at a Walmart mall largely catering to the local Mexican-American community, is believed to have been a white supremacist motivated by hatred for immigrants.
