The meeting comes exactly one year after Kim Jong Un and US President Donald Trump agreed to work towards the denuclearisation of the Korean Peninsula, at the first US-North Korea summit in Singapore.

In July, North Korea repatriated 55 boxes of what were believed to be the remains of US soldiers killed in the Korean War, a quick first step towards the Singapore pledge to forge "new relations".

"I just received a lovely letter from Kim Jong Un, and I think the relationship is very well", Trump told reporters at the White House. "I think that something will happen that's going to be very positive", he said, giving no details.

Relations between the two Koreas made rapid progress in 2018 with Kim and South Korean President Moon Jae-in holding three summits.

The meeting followed another letter sent by Kim to Trump on Monday, marking a slight thaw in North Korea's position since the Hanoi summit.

Vinograd added that Trump seems to be sending a message to US sources that "he's not going to say anything if they're assassinated with nerve agents".

Speaking to reporters outside the White House, Trump responded to questions about a Wall Street Journal report that Kim's late half-brother, Kim Jong Nam, was a Central Intelligence Agency source. While Trump continues to brag that the meeting resulted in a halt to North Korea's nuclear and ballistic missile testing, nothing is resolved.

Though talks stalled, the first meeting between the two countries in Singapore was seen as an global diplomatic triumph as both sought to work towards the denuclearisation of the Korean peninsula.

The agreement signed by Kim and Trump in Singapore "is in danger of being a blank sheet of paper because the U.S.is turning a blind eye to its implementation", KCNA said.

Trump noted that the third summit with the North Korean leader could take place soon.

Cultural exchange with North Korea needs to be protected from unpredictable politics, he said.

He was murdered in February 2017 when he was smeared with lethal VX agent by two women who thought they were taking part in a reality TV prank show at Kuala Lumpur airport.

Kim Dae-jung, president from 1998 to 2003, is known for championing a so-called Sunshine policy of engagement with North Korea.

A high-level Cheong Wa Dae official later elaborated that Seoul is in communication with Washington and Pyongyang over related matters through numerous channels. The regime has demanded that the United States drop its refusal to loosen sanctions until North Korea fully denuclearizes.

"Several former US officials said the half brother, who had lived outside of North Korea for many years and had no known power base in Pyongyang, was unlikely to be able to provide details of the secretive country's inner workings", the Journal said.
