Korean leader calls for more talks with South in new year

North Korean leader Kim Jong Un suggested in a message to President Donald Trump that he wanted a breakthrough in stalled nuclear negotiations, the South Korean newspaper Chosun Ilbo reported, citing a diplomatic source who said Kim had sent a "conciliatory message" to Trump.

"[Chairman Kim] redefined his standpoint in actively carrying out agreements in the inter-Korean summit as well as the US-DPRK summit", Moon wrote, continuing, "I welcome chairman Kim's intentions to meet several times in the new year to find solution for denuclearization and to solve practical problems in achieving peace and prosperity".

The U.S. military, Japan Self-Defense Forces and South Korean military are constantly monitoring North Korea for radio waves. In his meetings with Moon and Trump, Kim signed on to vague statements calling for a nuclear-free Korean Peninsula without describing when or how it would occur.

Kim and Trump are trying to arrange a second summit in early 2019.

North Korean leader Kim Jong Un was expected to deliver a New Year's address Tuesday, a speech that will be closely watched for signals as to where stalled nuclear talks with the USA are headed. With global sanctions squeezing the country's trade flow and cash supply, any clues about the North Korean economy or Kim's growth strategies will be closely examined.

North Korea has continued to develop its nuclear missiles, despite pledging to ditch the weapons programme earlier this year - it has been revealed.

In an attempt to start working-level negotiations, the USA said it would review its policy on humanitarian aid to North Korea.

The official said that Kim also expressed disappointment for not making his promised trip to Seoul by year's end but emphasized a strong willingness to honor the promise while closely watching relevant situations.

Meanwhile Ted Poe, the chairman of the U.S. House Subcommittee on Terrorism, Nonproliferation, and Trade, told Congress that the West's maximum pressure policy "appears at risk due to South Korea's dovish president". President Moon said South Korea is "unchanged in welcoming" Kim's reciprocal visit to the South Korean capital.

The spokesperson quoted Kim as saying the two leaders went beyond the long-running confrontation between the two Koreas and liberated their people from military tension and fear of war by meeting three times this year.

Neither theUS State Department nor theUS Embassy in Seoul had an immediate comment about the report of Kim's message to Trump when contacted by Reuters.
