May Arrives in Brussels for Brexit Summit

Spain wants to discuss the future of the British Overseas Territory - over which it holds a historic claim - on a bilateral basis and completely separate from the future EU-UK talks.

At 11am it's Theresa May's moment to talk the 27 leaders of the European Union member states to approve her deal.

On Friday, Spanish Prime Minister Pedro Sanchez said he will not decide whether to attend Sunday's summit until the assurances are provided.

May met the presidents of the European commission, European council and European parliament on Saturday evening. Otherwise, Britain would leave the bloc on March 29, 2019, without an agreement to mitigate economic disruption.

A source from the European Commission, said: "We are in permanent contact with Spain".

Throughout the long and complex negotiations that have taken place over the a year ago and a half, I have never lost sight of that duty.

Visiting Cuba last night, Sanchez said that Madrid must be allowed to negotiate directly with London on Gibraltar.


Spain does not currentlyhave veto power on the Brexit agreement, which does not have to be approved unanimously, but it would prevent any free-trade deal between Britain and the European Union, which would require the approval of all 27 EU member states.

"I will recommend that on Sunday we approve the outcome of the Brexit negotiations", Tusk said in his letter to the bloc's leaders. No one has reasons to be happy.

Alongside the withdrawal treaty, a second short political declaration will also be approved on Sunday.

The Europeans want to secure the same access to fishing waters around Britain that they now enjoy, and have tried to tie the issue to a future trade deal with it.

"I should mention in passing, and just between us, that some colleagues are unkindly suggesting that this award is a sign, for those who understand these things, of absolute desperation by a Government which has effectively abandoned Brexit and now clearly lost the support of the DUP and many of its own backbenchers, to the extent that it is now reduced to handing out knighthoods to malleable colleagues, in a doomed attempt to stave off an nearly certain defeat on the meaningful vote prior to Christmas".

Then on Sunday, EU leaders will meet for the special Brexit summit.

But May said: "We have ensured that Gibraltar is covered by the whole Withdrawal Agreement and by the implementation period and we will always negotiate on behalf of the whole United Kingdom family, including Gibraltar, and in the future relationship we will stand up for their interests".


On Saturday, as the dispute threatened to derail the summit, London issued a statement saying Number 10 would not use the withdrawal agreement as cover to cut short its dialogue with Spain.

Spanish government spokeswoman Isabel Celaa said Friday that Spain requires an "absolute guarantee" that any future agreement between the European Union and the U.K.in matters regarding Gibraltar "will require the prior agreement of Spain".

It must mark the point when we put aside the labels of "Leave" and "Remain" for good and we come together again as one people.

They also have to determine the a declaration on the future relationship between London and Brussels.

A European source said the meeting's minutes would include language stressing the importance of Britain maintaining a level playing field for business during the 21-month post-Brexit transition. "It seems that in order to pass it's unpopular Brexit deal, the Government is willing to hand out knighthoods left, right and centre".
