Mr Duterte's controversial remarks about women include numerous jokes about rape that have incensed activists and foreigners, most notably, Ms Chelsea Clinton, the daughter of former US President Bill Clinton.

She initially hesitated, saying she had a husband, but later offered no protest as Duterte kissed her on the lips while the mostly Filipino crowd cheered and shrieked in apparent approval.

Presidential legal counsel Salvador Panelo on Wednesday said the kiss showed Duterte's caring, fatherly character, and the recipient in Seoul enjoyed the moment.

The woman was just one of the estimated 68,000 Filipinos working and living in South Korea, many of them students and professionals and spouses of Korean nationals.

Duterte's kiss came two days after the U.N.'s Special Rapporteur on the independence of judges and lawyers, Diego García-Sayán, hit out at the president for moves to oust the country's Supreme Court chief justice.

Duterte then gestured to the second woman, who was visibly starstruck standing next to him, to kiss him on the lips.

He said, according to Sydney Morning Herald, "I looked at her face - son of a bitch - what a waste". Come here, " the 73-year-old Duterte said as he summoned the women to the stage.

Duterte has made a number of derogatory comments about women in the past, including rape jokes and calling for women guerrillas to be shot in the genitals. "It's just to give people fun".
