Although neither the article nor Schreier hinted at what the secret studio could be, astute observers have noticed that Hangar 13 and the now-defunct BioShock 2 developer 2K Marin are both situated in Novato, California. "They're careful about not falling into the same problem every studio has, where they have too many people and nothing for them to do." explains one person now working on the new BioShock - at once revealing that they're still early in development, but that there's a clear plan in place for a core construct to build the title around. In the midst of the conversation, the report drops an exciting detail: an unannounced BioShock game is now underway. "If anyone from Hangar 13 tried to strike up a conversation with them, they'd say, 'Oh, we can't really talk about it, '" a source close to the studio told Kotaku.

However, it wasn't as easy as just bringing Hangar 13 employees over to work on BioShock.

"The issue is that Parkside's not ready for lots of people", said another person involved with goings-on at the company.

"They're careful about not falling into the same problem every studio has, where they have too many people and nothing for them to do". He claims that a new BioShock is in development at a "top-secret" 2K studio located in the San Francisco Bay area. There's a high probability this title is Borderlands 3, but BioShock also fits the bill.
